European Union (EU) Customs Regulations Updates
SingPost Outlines Dual-Track Shipping Solutions to Help Retail and Corporate Shippers Navigate New EU Customs Rules
From 1 July 2026, the European Union (EU) will eliminate its long-standing €150 customs duty exemption for low-value commercial shipments. All commercial goods sent to the EU's 27 member states and their territories will be subject to customs duty and VAT, regardless of value.
The EU is introducing a flat €3 customs duty per unique product category — determined by each item's Harmonised System (HS) code heading — for low-value commercial shipments under €150, in addition to country-specific VAT and applicable local administrative fees.
Accurate customs declarations are essential. Missing or incomplete information risks border delays, rejections, or forced returns.
What This Means for You
Sending a Personal Gift?
Gifts sent between individuals with a total value below €45 remain exempt from customs duty and VAT. You can continue to send personal gifts via Ezy2Ship or at any post office islandwide. Items must be accurately declared as gifts, and a valid HS code is required for customs clearance even where no duty applies.
Sending Commercial Goods as a Non-IOSS Registered Sender?
Standard postal services — Speedpost Saver International and Speedpost Priority International — remain available at post office counters islandwide and via Ezy2Ship. Shipments clear customs on a Delivered Duty Unpaid (DDU) basis, meaning the recipient in the EU is responsible for settling all customs duties, VAT, and local administrative fees upon delivery.
You will need to provide the following for each item:
- HS code
- Accurate item description
- Declared value
Postal charges are based on actual weight, applied to the nearest predefined weight tier. Rates to the EU start from S$11.90 for 250g up to S$354 for 20kg, depending on chosen transit speed.
Non-IOSS registered senders shipping commercially on a regular basis are also encouraged to open a SingPost Corporate Account to access Speedpost Direct International (EU).
For IOSS-Registered Businesses
IOSS-registered businesses must use a commercial Delivered Duty Paid (DDP) solution.
SingPost's Speedpost Direct International (EU) is designed for this purpose. Under this service, SingPost settles duties, destination VAT, and administrative fees on behalf of the sender, with charges billed to the corporate account afterwards. This ensures smooth customs clearance and eliminates unexpected fees at the recipient's doorstep.

Note: There is no change to prevailing EU duties and taxes for commercial goods valued above €150.
How Fees Are Calculated
Duty is charged per unique product type — not per order. A single parcel containing a cotton apparel item and a pair of casual footwear, for instance, incurs €6 in duty (€3 × 2 product types), not €3.
Looking Ahead — Further Changes from 1 November 2026
An EU-wide handling fee of approximately €2 per consignment is expected from 1 November 2026, alongside new mandatory product-level information requirements. Further guidance will be shared closer to the effective date.
Restricted and Prohibited Goods

bpost notifies that industrial action is expected on Tuesday, 16 June 2026, particularly impacting Brussels and southern Belgium.
This action is expected to affect various sectors and industries across those regions, including letter-post and parcel-post deliveries, as well as bpost’s domestic and international logistics network.
While bpost is taking all possible measures to minimize disruption, and additional resources are being deployed where feasible, there may be some disruptions and delays in the handling of inbound and outbound airmail dispatches.

Switzerland – Expected delivery delays related to G7 summit
Swiss Post advises that the G7 summit will be held in Evian, France, from 15 to 17 June 2026. This will have a major impact on the Geneva and Lausanne regions over the extended period from 10 to 19 June 2026.
In particular, the urban area of Geneva is severely affected by traffic restrictions. These restrictions will have a significant impact on Swiss Post’s operating procedures, as key transport routes are temporarily closed. This situation will affect branches, branches with partners, home delivery, P.O. boxes, My Post 24 terminals, and 62 letter boxes in Geneva city centre and event areas. As a result of this event, Swiss Post will not be able to fully comply with its service standards in the Geneva and Lausanne regions. With measures such as alternative delivery routes and time slot adjustments, Swiss Post is doing its utmost to continue providing its customers with a reliable service and practical alternatives, even during the G7 summit. However, it cannot rule out the possibility of delays.

Bolivia - Service disruption
Agencia Boliviana de Correos advises that owing to social unrest, starting on 14 May 2026, there are road blockades and severe aviation fuel shortages throughout the country. Both land transport and airline operations (domestic and international) are heavily disrupted. The disruption is expected to continue until such time as the Government of Bolivia resolves the situation.
Consequently, there may be delays in the delivery of postal items. Agencia Boliviana de Correos has also invoked force majeure for all inbound and outbound mail streams.

New Zealand – Flooding in Greater Wellington and Wairarapa
NZ Post informs that a state of local emergency has been declared for parts of the Greater Wellington and Wairarapa regions due to torrential rains and flooding.
These adverse weather conditions have disrupted delivery services across both regions. As a result, NZ Post suspended delivery services for a day, on Tuesday, 21 April 2026. Delivery services resumed on Wednesday, 22 April, where it was safe to do so. However, some rural areas remain inaccessible and minor disruption may continue.
NZ Post is taking all necessary measures to limit any disruption and to maintain service continuity as much as possible.

Jamaica – Postal service update on Hurricane Melissa
Jamaica Post advises that although mail acceptance and processing for international and domestic services have resumed, delays are still expected in mail delivery and the transmission of electronic messages/updates.
Some parts of the postal network have not been restored to pre-hurricane conditions and are thus operating from temporary locations. These locations lack the necessary tools and equipment for full service provision and functionality.
